Overview
ADR (Association for the Development of Rural Capacities) will implement a project funded by the European Union under the Interreg NEXT MED Program. The project aims to Improving equal access to inclusive and quality services in education, training and lifelong learning through developing accessible infrastructure, including by fostering resilience for distance and online education and training.
To ensure effective and timely implementation, ADR seeks to contract a Consultant in Project Management who will support the Project Coordinator in managing the project’s day-to-day operations, compliance with donor requirements, and delivery of project outputs.
The project consortium consists of ADR + 7 partners from France, Jordan, Turkey, Italy and Tunisia, and the project duration is 36 months.
The service providing period will tentatively extend from October 15, 2025 till August 9, 2028. In this period, the expert will report directly to the MERAVIGLIA Project Coordinator.
Background
ADR, being a Lebanese NGO with non-lucrative, non-political, non-religious objectives that lends its support to the social players to help them acquire the knowledge and capabilities to improve and promote their standard of living, thus, setting up three main programs:
1- Micro credit program.
2- Vocational training and upgrading skills program.
3- Agricultural program (CASUR).
In addition to ad-hoc projects which falls in rural development and community empowerment. They stress on the partnership with the local community, municipalities, cooperatives and associations.
ADR is implementing the project MERAVIGLIA in partnership with 7 partners from Italy, Lebanon, Jordan, France, Tukey, and Tunisia. The project duration is for three years starting August 2025.
Objective of the Consultancy
The overall objective of this consultancy is to provide technical and managerial support to the Project Coordinator in order to ensure efficient, effective, and compliant implementation of the project in line with Interreg NEXT MED Program regulations.
Assignment Brief
This assignment is undertaken as an activity under the work package of the project: Management and coordination.
The immediate objective (output) and activities of this assignment are the support of the Project Coordinator in managing the project’s day-to-day operations, compliance with donor requirements, and delivery of project outputs.
Scope of work
The Consultant will work closely with the Project Coordinator and the ADR team. The main responsibilities include:
• Supporting the planning, coordination, and implementation of project activities according to the approved workplan and budget.
• Assisting in monitoring progress, preparing activity and financial reports, and ensuring compliance with Interreg NEXT MED Program rules.
• Supporting procurement, contracting, and administrative processes in line with EU and ADR procedures.
• Drafting and reviewing technical documents, minutes of meetings, and progress reports.
• Coordinating with project partners and stakeholders, ensuring effective communication and follow-up.
• Supporting the organization of project meetings, workshops, and events.
• Providing advice on risk management and proposing corrective measures when needed.
Deliverables
The Consultant is expected to deliver the following outputs:
• Monthly technical support to the project coordinator.
• Inputs to interim and final project reports.
• Drafts of project management tools (Gantt charts, risk register, monitoring templates, etc.).
• Documentation of coordination meetings and key project events.
Duration and Level of Effort
• The consultancy contract will cover 36 months starting from November 1st, 2025. The Consultant is expected to provide a level of effort of up to [7 days per month, not exceeding 226 days over the entire contract], depending on project needs and as agreed with ADR.
• This is a consultancy contract, not an employment contract. No employment benefits (such as social security, paid leave, or insurance) are included.
• The consultant will be responsible for their own taxes, social security, and insurance coverage.
Payment Arrangements
The Consultant will be remunerated on the basis of an agreed daily rate. Payment will be made upon submission of a monthly invoice, supported by a timesheet specifying the number of working days effectively delivered and accepted by ADR.
Location
The Consultant will be based in Tyre with occasional travel to project sites and partner locations as required.
Reporting
The Consultant will report directly to the Project Coordinator and work in close coordination with ADR’s project management unit.
Required Qualifications
• Advanced degree in project management, development studies, or related fields.
• At least 5 years of experience in project management of EU-funded or international cooperation projects.
• Knowledge of EU rules and regulations (preferably Interreg or ENI/ENPI CBC programs).
• Strong organizational, communication, and report-writing skills.
• Ability to work independently under tight deadlines.
