Overview
ADR (Association for the Development of Rural Capacities) will implement a project funded by the European Union under the Interreg NEXT MED Program. The project aims to Improving equal access to inclusive and quality services in education, training and lifelong learning through developing accessible infrastructure, including by fostering resilience for distance and online education and training.
To ensure effective and timely implementation, ADR seeks to contract a Consultant in the implementation of work package on the creation of MERAVIGLIA network of third places who will support the Project team in the implementation of the activities related to this work package of the project.
The project consortium consists of ADR + 7 partners from France, Jordan, Turkey, Italy and Tunisia, and the project duration is 36 months.
The service providing period will tentatively extend from February, 2026 till July, 2026. In this period, the expert will report directly to the MERAVIGLIA Project Coordinator.

Background
ADR, being a Lebanese NGO with non-lucrative, non-political, non-religious objectives that lends its support to the social players to help them acquire the knowledge and capabilities to improve and promote their standard of living, thus, setting up three main programs:
1- Micro credit program.
2- Vocational training and upgrading skills program.
3- Agricultural program (CASUR).
In addition to ad-hoc projects which falls in rural development and community empowerment. They stress on the partnership with the local community, municipalities, cooperatives and associations.
ADR is implementing the project MERAVIGLIA in partnership with 7 partners from Italy, Lebanon, Jordan, France, Tukey, and Tunisia. The project duration is for three years starting August 2025.

Objective of the Consultancy
The overall objective of this consultancy is to provide technical and managerial support to the Project Coordinator in order to ensure efficient, effective, and compliant implementation of the project in line with Interreg NEXT MED Program regulations.

Assignment Brief
This assignment is undertaken as an activity under the work package of the project: on the creation of MERAVIGLIA network of third places. 
The immediate objective (output) and activities of this assignment are the support of the Project team in managing in the implementation of work package
activities on the creation of MERAVIGLIA network of third places, and delivery of project work package outputs.

Scope of work
The Consultant will work closely with the WP3 coordinator at ADR. The main responsibilities include:
•Supporting the planning, coordination, and implementation of WP3 activities according to the approved work plan and budget.
•Assisting in monitoring progress and preparing the implementation of activities and activities reports.
•Drafting and reviewing technical documents, minutes of meetings, and progress reports of the work package 3.
•Coordinating with project partners and stakeholders, ensuring effective communication and follow-up.
•Supporting the organization of project meetings related to WP3, workshops, and events.
•Providing advice on risk management and proposing corrective measures when needed.

Deliverables
The Consultant is expected to deliver the following outputs:
•Monthly technical support to the work package coordinator.
•Inputs to project reports related to WP3
•Documentation of coordination meetings and key project events related to WP3.

Duration and Level of Effort
•The consultancy contract will cover 6 months starting from February 1st, 2026. The Consultant is expected to provide a level of effort of up to [20 days per month, not exceeding 120 days over the entire contract], depending on project needs and as agreed with ADR.
•This is a consultancy contract, not an employment contract. No employment benefits (such as social security, paid leave, or insurance) are included.
•The consultant will be responsible for their own taxes, social security, and insurance coverage.

Payment Arrangements
The Consultant will be remunerated on the basis of an agreed daily rate. Payment will be made upon submission of a monthly invoice, supported by a timesheet specifying the number of working days effectively delivered and accepted by ADR.

Location
The Consultant will be based in Tyre with occasional travel to project sites and partner locations as required.

Reporting
The Consultant will report directly to the Project Coordinator and work in close coordination with ADR’s project management unit.

Required Qualifications
The consultant (or consulting team) should meet the following minimum qualifications:
•Advanced university degree (Master’s or equivalent) in sustainable development, environmental management, entrepreneurship, social sciences, or a related field.
•At least 8 years of relevant professional experience in project management, evaluation, or innovation ecosystem development.
•Proven experience in designing and implementing monitoring and evaluation frameworks, including impact assessment methodologies.
•Demonstrated experience working with incubation programs, innovation hubs, or entrepreneurship support initiatives, preferably in the green or circular economy sectors.
•Proven expertise in facilitating co-creation processes and multi-stakeholder workshops.
•Experience in coordinating complex deliverables within multi-partner, international projects (EU-funded programs are a strong asset).
•Strong analytical and reporting skills, with the ability to synthesize findings into actionable recommendations.
•Excellent communication and facilitation skills, with the ability to engage diverse stakeholders.
•Fluency in English is required; knowledge of French and/or Arabic is an asset.
